Registration of Singaporeans overseas

All Singaporeans visiting or residing in the Russian Federation are encouraged to register with the Embassy. In times of emergency, this will enable the Embassy to contact them and provide assistance quickly. Registration can be done online click here or in person at the Embassy.

Singapore International Passport (SIP)

Application/Extension

The Embassy accepts applications for Singapore International Passports. These applications will be referred to the Singapore Immigration and Checkpoint Authorities (ICA) for processing. Applicants may also submit their applications directly to ICA's "Application for Passport Online Electronic System (APPLE)" click here. Relevant forms are available at the Embassy. Loss of Singapore International Passport (SIP)

If your passport is stolen/lost, you will need to do the following:

  1. Lodge a police report and retain a copy of the report;
  2. Have at least one passport-sized photograph ready. Instant photographs are acceptable;
  3. Report to the Singapore Embassy's Consular Section with the copy of police report, photograph and documentary proof of your citizenship and your identity - preferably with your photograph on it, e.g. Identity Card.

Document of Identity (DOI)

A Document of Identity (DOI) is required for Singaporeans to remain in/leave the Russian Federation in place of their SIP together with a valid visa on it. Singaporeans may apply for a DOI at the Singapore Embassy in Moscow in person. DOI will only be issued upon confirmation of identity and approval from ICA, Singapore.

FOREIGNERS VISITING SINGAPORE

 

Visa

The Embassy processes visa applications for foreigners who require a visa to enter Singapore. The Embassy only accepts visa applications from 9.00 am to 11.00 am, Monday to Friday. Visas will be issued after 3 working days from date of application, from 11 am to 12 pm.

At the time of application, the following documents are required:

  1. Applicant's original international passport with a minimum of 6 months of validity at the time of entering Singapore,
  2. 2 copies of correctly completed visa application forms (available at the Embassy visa counter or download from www.mfa.gov.sg) with 2 affixed photographs,
  3. Proof of confirmed flight itinerary and accommodation,
  4. Letter of Introduction (LOI) from a Singaporean citizen, Singapore registered company/travel agent/permanent resident, or a foreigner holding a valid Singapore "green card", and
  5. The required visa fee.

The Singapore Immigration & Checkpoints Authority has decided that with immediate effect, nationals of the Commonwealth of Independent States (CIS) may be granted entry into Singapore without visas, if they are on transit to a third country. However, they are required to fulfil the following conditions:

  • they are in transit to a third country;
  • they hold a valid passport, a confirmed onward air-ticket, entry facilities (including visa) to the third country and have sufficient funds for the period of stay in Singapore;
  • they continue their journey to the third country within the 96-hour visa free period granted; and,
  • they satisfy Singapore's entry requirements. As in all arrivals, the grant of the social visit passes to travellers will be determined by the Immigration Officers at the Singapore Checkpoints".

To improve the visa regime for Russians travelling to Singapore the Singapore Embassy in Moscow has implemented the following initiatives with immediate effect:

Letter of Employment

In addition to the Letter of Invitation (LOI), the Embassy will also accept a Letter of Employment (LOE) or confirmation of status to verify your employment/status. In other words, if you have documentation establishing your social/economic status in Russia, we will process your visa application. The LOE could be in the form of a letter from the visa applicant's employer indicating, among other details, the length of employment with the company and the job position and on a company letterhead.

This will hopefully reduce the burden on Russians who wish to travel to Singapore without a Singapore sponsor or invitation.

Repeated Visitors

At the discretion of the Embassy, we may grant MJVs (Multiple Journey Visa) to repeated visitors with progressively longer validities (of up to 2 years).

Faster Visa Processing Period

For peak periods (summer and winter), our normal visa processing time will remain at three working days.

In non-peak periods, we will commit to reduce visa processing time to 1 to 2 days. On a case-by-case basis, if there is urgency (e.g. medical treatment or business meetings), we will expedite the visa process further.

The Embassy is always ready to facilitate travel by Russian nationals to Singapore but we also emphasis the importance of meeting the necessary visa requirements of Singapore’s Immigration and Checkpoints Authority. Please take care to fill up the visa application form and submit the necessary supporting documents as most delays stem from incomplete documentation.

Notarial Services

The Embassy provides notarial services for official documents to be used in Singapore. Please bring along your passport or identity card as a form of identification should you require such services. As some of the notorial services may require prior consultations, please call the Embassy for an appointment with the appropriate officer.
