2009

  • The Crown Prince of Brunei Darussalam and Senior Minister at the Prime Minister's Office, His Royal Highness Prince Haji Al-Muhtadee visited Singapore from 19 to 22 January 2009. President S R Nathan, at an investiture held at the Istana on 20 January 2009, conferred Singapore's highest military award, the Distinguished Service Order (Military) to His Royal Highness. The Distinguished Service Order (Military) was awarded to His Royal Highness in recognition of his significant role in enhancing the excellent defence ties between Brunei Darussalam and Singapore. Under His Royal Highness' guidance, the close and longstanding ties between the defence establishments of both countries have strengthened. As part of his visit, His Royal Highness also called on President S R Nathan and Prime Minister Lee Hsien Loong at the Istana, and met with Senior Minister Goh Chok Tong, Minister Mentor Lee Kuan Yew and Minister for Defence Teo Chee Hean.
  • Minister for Foreign Affairs George Yeo attended the 25th Brunei National Day Reception hosted by High Commissioner HE Abdul Ghafar Ismail on 23 February 2009. President S R Nathan and Prime Minister Lee Hsien Loong had earlier written congratulatory letters to His Majesty Sultan Haji Hassanal Bolkiah; and Minister for Foreign Affairs George Yeo to His Royal Highness Prince Mohamed Bolkiah, on the occasion of Brunei's 25th National Day.
  • Minister Mentor Lee Kuan Yew visited Bandar Seri Begawan, Brunei from 24 - 26 February 2009. He delivered the inaugural Sultan Haji Omar Ali Saifuddien Memorial Lecture on 25 February, in memory of Sultan Haji Omar Ali Saifuddien, the late father of His Majesty, Sultan Haji Hassanal Bolkiah, Sultan and Yang Di Pertuan of Brunei Darussalam.
  • Minister for Foreign Affairs George Yeo led a delegation of Ministers and senior officials which included Minister for Defence Teo Chee Hean and Minister for National Development Mah Bow Tan to Brunei Darussalam for the 14th Singapore-Brunei Exchange Visit from 13 - 15 March 2009. This was the latest in a regular series of exchanges between Singapore and Brunei that began in 1990. Held alternately in the two countries, the Exchange allows political leaders and civil servants of both countries to enhance mutual understanding and rapport through interactions in an informal setting. Singapore had previously hosted the 13th Singapore-Brunei Exchange in November 2007 which included His Royal Highness Prince Mohamed Bolkiah, Minister of Health Pehin Dato Haji Suyoi Osman, Minister of Culture, Youth and Sports Pehin Dato Haji Mohammad Daud and Second Minister for Foreign Affairs and Trade Pehin Dato Lim Jock Seng. During the visit in 2009, a Memorandum of Understanding on Food, Agri-technology, Agriculture, Fisheries and Nature and Biodiversity Conservation Cooperation was signed between the Singapore Ministry of National Development and the Brunei Ministry of Industry and Primary Resources. The Singapore delegation also had an audience with His Majesty Sultan Haji Hassanal Bolkiah, Sultan and Yang Di Pertuan of Brunei Darussalam and was hosted to meals by Foreign Minister Prince Mohamed Bolkiah and Second Foreign Minister Pehin Lim Jock Seng.
  • Singapore and Brunei Darussalam signed a Memorandum of Understanding (MOU) on 17 June 2009 to foster greater bilateral media collaborations, particularly in the field of digital media. It aims to spur policy and regulatory exchanges, as well as business collaborations between government and private entities of both countries in digital media such as internet protocol television, cable television and mobile broadcasting. The MOU was signed on the sidelines of BroadcastAsia 2009 by His Excellency Haji Awang Alaihuddin Bin Pehin Orang Kaya Di-Gadong Seri Dato Seri Utama Haji Awang Mohamad Taha, the Permanent Secretary of Brunei's Ministry of Communications, in his capacity as its Director of Broadcasting, and Dr Tan Chin Nam, Chairman of Singapore's Media Development Authority (MDA).
  • Senior Minister of State (SMS) for Foreign Affairs Zainul Abidin Rasheed made a working visit to Brunei Darussalam from 17 - 19 November 2009. During the visit, SMS Zainul had audiences with His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Sultan and Yang Di Pertuan of Brunei Darussalam, His Royal Highness Crown Prince of Brunei Darussalam and Senior Minister at the Prime Minister's Office Prince Haji Al-Muhtadee Billah, and Brunei Minister of Foreign Affairs and Trade His Royal Highness Prince Mohamed Bolkiah. SMS Zainul also called on Minister of Religious Affairs Pehin Dato Dr Haji Muhammad Zain Serudin, Minister of Culture, Youth and Sports Pehin Dato Dr Haji Ahmad Jumat, Minister of Health Pehin Dato Haji Suyoi Osman, Second Minister of Foreign Affairs and Trade Pehin Dato Lim Jock Seng, as well as other Ministers and senior officials. These high-level meetings helped to reaffirm Singapore's close ties with Brunei. SMS Zainul also met Singaporeans based in Brunei.

2008

  • His Royal Highness Prince Mohamed Bolkiah, Minister of Foreign Affairs and Trade visited Singapore from 18 - 21 February 2008. Prince Mohamed delivered the inaugural Southeast Asia Lecture on 19 February 2008, kicking off the first Brunei Forum co-organised by the Brunei Economic Development Board and the Institute of Southeast Asian Studies. Prince Mohamed was joined by Minister of Education Pehin Dato Hj Abdul Rahman, Minister of Energy Pehin Dato Hj Yahya, Second Minister of Foreign Affairs and Trade Pehin Dato Lim Jock Seng and Deputy Minister for Primary Resources and Industry Dato Haji Hamdillah Abdul Wahab. Minister for Foreign Affairs George Yeo, Senior Minister of State for Foreign Affairs Dr Balaji Sadasivan, Minister of State for Trade and Industry Mr S Iswaran and Temasek Chairman S Dhanabalan were among the Singaporean guests present at the Lecture. Prince Mohamed also called on Minister Mentor Lee Kuan Yew during his visit.
  • His Majesty Sultan Haji Hassanal Bolkiah made a working visit to Singapore for the Singapore Airshow and related events from 19 - 20 February 2008. He was accompanied by the Deputy Miniseter of Defence Pehin Dato Haji Mohd Yasmin Umar and the Commander of the Royal Brunei Armed Forces Major General Pehin Dato Haji Halbi. There was a concurrent visit to Singapore by Brunei Minister of Communications Pehin Dato Haji Abu Bakar Apong.
  • Minister for Home Affairs Pehin Dato Haji Adanan Yusof attended the World Cities Summit/Singapore International Water Week/EAS Livable Cities Conference in Singapore in the later part of June 2008. Minister for Development Pehin Dato Haji Abdullah Bakar and Deputy Minister of Industry and Primary Resources Dato Haji Hamdillah Abdul Wahab also attended the meetings.
  • His Majesty Sultan Haji Hassanal Bolkiah invited Minister for Finance Mr Tharman Shanmugaratnam for His Majesty’s 62nd Birthday celebrations on 15 July 2008. Mr Shanmugaratnam was accompanied by his wife Jane Ittogi Shanmugaratnam. Mr Shanmugaratnam and Mrs Jane Ittogi Shanmugaratnam had a joint audience with His Majesty, Her Majesty Pengiran Raja Isteri Pengiran Anak Hajah Saleha and Her Royal Highness Pengiran Isteri Azrinaz Mazhar.
  • Minister (Information, Communication and the Arts) Lee Boon Yang visited Brunei in 27-29 November 2008 under the Singapore-Brunei Memorandum of Understanding (MOU) in the field of Broadcasting. During the visit, Min Lee was the guest of honour at the annual joint gala variety show, Rapsodi 2008.
  • Singapore hosted the 7th Brunei-Singapore Exchange Program for Senior Civil Servants (CSEP) in October 2008.

Bilateral Relations

Relations are warm and close. As two small countries, Singapore and Brunei share geo-political interests and see value in continued close cooperation between them. There are many areas of ongoing cooperation and interaction, at various levels, both at the bilateral level and at regional fora. Both countries also continue to seek new avenues to enhance cooperation and promote greater interaction.

CAMBODIA

Recent Bilateral Highlights

  • Senior Minister Goh Chok Tong made an official visit to Cambodia from 23 to 24 November 2009 at the invitation of Prime Minister Hun Sen. Senior Minister Goh met with Prime Minister Hun Sen, Senate President Chea Sim and National Assembly President Heng Samrin. Senior Minister Goh also had a royal audience with His Majesty King Noradom Sihamoni.
  • Deputy Prime Minister and Minister for Home Affairs Wong Kan Seng made a working visit to Cambodia from 12-13 March 2008 to sign a Memorandum of Understanding (MOU) on developing cooperation to combat transnational crime with Cambodian counterpart Deputy Prime Minister and Minister of Interior Sar Kheng.
  • His Majesty King Norodom Sihamoni made a State Visit to Singapore from 29 - 31 March 2006. President S R Nathan hosted a State Banquet in honour of His Majesty. His Majesty also received Prime Minister Lee Hsien Loong and Speaker of Parliament Abdullah Tarmugi in separate Royal Audiences.
  • Minister for Foreign Affairs George Yeo made an official visit to Cambodia from 23 - 25 January 2006. Minister Yeo met Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Hor Namhong. Minister Yeo also had a royal audience with His Majesty King Norodom Sihamoni and called on Prime Minister Hun Sen, (then) President of the National Assembly Prince Norodom Ranariddh, (then) Deputy Prime Minister and Co-Minister for Interior Prince Norodom Sirivudh and Minister-in-Charge of the Office of the Council of Ministers Sok An.

Bilateral Relations

Cambodia was one of the first countries to recognise Singapore when we gained independence in 1965. Over the last decade, ties have expanded rapidly. There is close cooperation bilaterally, within ASEAN and in international fora. Bilateral trade in 2008 stood at S$898 million. Singapore is one of Cambodia's major investors. Cambodia is among the top 10 recipient countries under the Singapore Cooperation Programme (SCP).

INDONESIA

2010

  • Indonesian President Susilo Bambang Yudhoyono visited Singapore for a retreat with Prime Minister Lee Hsien Loong from 17-18 May 2010. President Yudhoyono was accompanied by a sizeable ministerial delegation which included Coordinating Minister for Political, Legal and Security Affairs Djoko Suyanto, Coordinating Minister for the Economy Hatta Rajasa, Defence Minister Purnomo Yusgiantoro, Foreign Minister Marty Natalegawa, Trade Minister Mari Pangestu and State Secretary Sudi Silalahi. Prime Minister Lee and President Yudhoyono had a wide-ranging discussion on bilateral relations and regional developments. The Leaders agreed on the importance of meeting the ASEAN Economic Community target by 2015 and the need to broaden cooperation with ASEAN's dialogue partners, in particular the US and Russia. They agreed that a practical way of achieving this goal was through the ASEAN+8 proposal (i.e. having a meeting of the Leaders of the East Asia Summit, the US and Russia when the APEC Summit is held in Asia), and that the ASEAN Foreign Ministers could further discuss this proposal to reach a consensus. The Leaders also endorsed the formation of seven Working Groups to further strengthen bilateral economic cooperation in areas like the Batam, Bintan and Karimun Special Economic Zone, connectivity and counter-terrorism.

2009

  • Senior Minister (then Deputy Prime Minister) and Coordinating Minister for National Security Professor S Jayakumar visited Jakarta from 12 - 13 January 2009 to attend a remembrance dinner to honour the life and work of the late Indonesian Foreign Minister Ali Alatas. During the visit, DPM Jayakumar also met (then) Indonesian Coordinating Minister for Political, Legal and Security Affairs Widodo A.S. and National Police Chief General Bambang Hendarso Danuri. At these meetings, both sides underscored the close ties and cooperation between the security and law enforcement agencies of the two countries.

  • Minister for Foreign Affairs George Yeo visited Makassar (South Sulawesi) and Jakarta from 3 - 5 March 2009. In Makassar, Minister Yeo called on Governor of South Sulawesi Syahrul Yasin Limpo and discussed ways to increase direct trade, transport links and cultural cooperation between Singapore and South Sulawesi. Governor Syahrul hosted Minister Yeo and his delegation to dinner. Minister Yeo also visited Eastern Indonesia's leading tertiary institution Hasanuddin University, where he discussed opportunities for cultural and forestry cooperation with the University’s Rector Professor Idrus Paturusi. In Jakarta, Minister Yeo called on (then) Vice-President Jusuf Kalla and met other prominent Indonesians.

  • Minister for Foreign Affairs George Yeo and his counterpart Hassan Wirajuda signed the Maritime Boundary Agreement between Singapore and Indonesia delimiting the western part of the Strait of Singapore on 10 March 2009 in Jakarta. Minister Yeo also officiated the opening of the new Chancery of the Singapore Embassy in Jakarta, which was graced by Minister Hassan.

  • The Singapore Consulate in Batam commenced operations on 22 April 2009. The Consulate provides consular services for Singaporeans visiting, living or working in the Riau Islands Province (KEPRI), and will help promote more intensive interactions and cooperation between Singapore and KEPRI.

  • Senior Minister of State (SMS) for Foreign Affairs Zainul Abidin Rasheed visited the Riau Islands Province (KEPRI) from 12 - 14 August 2009. SMS Zainul attended the Singapore National Day reception in Batam on 12 August 2009 as Guest-of-Honour, and met the Governor of KEPRI Mr Ismeth Abdullah and other senior KEPRI officials. SMS Zainul also visited Karimun and Lingga, where he met the Regents of Karimun and Lingga to discuss ways to enhance cultural cooperation on Malay heritage issues.

  • SMS for Foreign Affairs Dr Balaji Sadasivan visited Pekanbaru in Riau Province from 14 - 15 August 2009 to attend the Singapore National Day reception as Guest-of-Honour. While in Pekanbaru, SMS Balaji met with the Governor of Riau Province Mr Rusli Zainal and other prominent Riau personalities.

  • The Singapore Government contributed US$50,000 in emergency relief supplies and dispatched a 42-member Singapore Civil Defence Force (SCDF) rescue contingent to Padang in the wake of the earthquake that struck West Sumatra on 30 September 2009. The Singapore Armed Forces (SAF) also despatched a 54-member medical team and a 30-member engineering team to the affected areas. The SAF medical team set up a mobile medical clinic to provide primary healthcare in the more remote areas affected by the earthquake, while the SAF engineering team constructed two medical clinics to replace two that had collapsed during the earthquake. President S R Nathan and Prime Minister Lee Hsien Loong wrote to Indonesian President Susilo Bambang Yudhoyono to convey their sympathies on the disaster.

  • Prime Minister Lee Hsien Loong and Mrs Lee visited Jakarta to attend Indonesian President Susilo Bambang Yudhoyono's inauguration on 20 October 2009.

  • Indonesian President Susilo Bambang Yudhoyono made a bilateral visit to Singapore on 12 November 2009. President Yudhoyono called on President S R Nathan and met with Prime Minister Lee Hsien Loong and Minister Mentor Lee Kuan Yew. Prime Minister Lee and President Yudhoyono reaffirmed the warm bilateral relations between the two countries and agreed to find new ways to enhance bilateral relations. The Leaders also agreed to have a retreat in Singapore in 2010. Prime Minister Lee and Mrs Lee hosted President Yudhoyono, First Lady Mrs Ani Bambang Yudhoyono and the Indonesian delegation to a dinner at the Istana.

  • SMS for Foreign Affairs Zainul Abidin Rasheed visited Bali and Jakarta from 8 - 14 December 2009. In Bali, SMS Zainul led Singapore's delegation to the Bali Democracy Forum (BDF), and called on Bali Governor I Made Mangku Pastika. In Jakarta, SMS Zainul met with prominent politicians and personalities.

2008

  • Minister for Foreign Affairs George Yeo visited Surabaya and Jakarta from 21 - 23 May 2008. In Surabaya, Minister Yeo met with the Governor of East Java Imam Utomo, Mayor of Surabaya Bambang Hartono and Surabaya business leaders. Minister Yeo also visited the tomb of Wali Sunan Ampel, one of the nine Muslim saints who spread Islam throughout Java. In Jakarta, Minister Yeo met with Vice-President Jusuf Kalla, Coordinating Minister for People's Welfare Aburizal Bakrie, and Foreign Minister Hassan Wirajuda.

  • The Mayor of Surabaya, Bambang Hartono, led a study visit to Singapore from 8 - 11 June 2008. Mayor Bambang was accompanied by Surabaya officials and members of the East Java provincial legislature. The delegation received briefings from the Land Transport Authority (LTA), the Public Utilities Board (PUB), the Housing Development Board (HDB) and the Urban Redevelopment Authority (URA) during their visit.

  • Minister for Foreign Affairs George Yeo visited Karimun from 7-8 June 2008 for a retreat with some 85 grassroots leaders from the Bedok Reservoir-Punggol Division of the Aljunied GRC and their family members. During the visit, Minister Yeo was hosted to lunch by Governor of Riau Islands Province (KEPRI) Dr Ismeth Abdullah and the bupati (Regent) of Karimun Nurdin Basirun. Minister Yeo was also taken on a tour of the Karimun Free Trade Zone.

  • Governor of the Indonesian Province of Aceh Mr Irwandi Yusuf visited Singapore to attend the East Asia Summit Conference on Liveable Cities from 23 - 25 June 2008. Mr Irwandi called on Minister for Foreign Affairs George Yeo on 25 June 2008. Mr Irwandi briefed Minister Yeo on developments in Aceh, and discussed ways to enhance practical cooperation between Singapore and Aceh, in particular in the area of capacity building for Aceh officials.

  • SMS for Foreign Affairs Zainul Abidin Rasheed visited Meulaboh in the Indonesian province of Aceh from 19 - 20 July 2008 as Guest-of-Honour for the opening ceremony of the Babussalam School and Samatiga Orphanage. The Babussalam School and Samatiga Orphanage were built by Mercy Relief and its partners as part of Singapore's contributions to the reconstruction of Aceh after the December 2004 tsunami. In Meulaboh, SMS Zainul met with the Regent of West Aceh, Ramli MS, and the Vice Regent of West Aceh, Fuadri.

  • Speaker of the Indonesian People's Consultative Assembly (MPR) Dr Hidayat Nur Wahid visited Singapore to deliver a public lecture organised by the National University of Singapore Business School and the Lee Kuan Yew School of Public Policy on 9 September 2008. Dr Hidayat was hosted to a buka puasa (break fast) at the Ba'alwi Mosque by Minister for Foreign Affairs George Yeo and SMS for Foreign Affairs Zainul Abidin Rasheed.

  • SMS for Foreign Affairs Dr Balaji Sadisivan visited Batam from 29 - 30 August 2008 to attend the Singapore National Day Reception in Batam as Guest-of-Honour. SMS Balaji also met the Governor of the Riau Islands (KEPRI) Province Mr Ismeth Abdullah and visited the Batam Otorita Hospital, which is collaborating with Singapore's Alexandra Hospital on several projects to enhance each other's medical expertise.

  • SMS for Foreign Affairs Zainul Abidin Rasheed visited Batam on 2 October 2008 to attend the Hari Raya Open House of Riau Islands Province (KEPRI) Governor Mr Ismeth Abdullah.

  • Minister for Foreign Affairs George Yeo visited Bali from 9 - 11 December 2008 to attend the inaugural Bali Democracy Forum (BDF). Minister Yeo and Mrs Yeo made a detour from the BDF to Jakarta to attend the wake of the late Indonesian Foreign Minister Ali Alatas, who passed away on 11 December 2008.

  • SMS for Foreign Affairs Zainul Abidin Rasheed visited Medan and Banda Aceh from 9 - 12 December 2008. In Medan, SMS Zainul called on the Governor of North Sumatra Mr Syamsul Arifin and visited the vegetable farms of Berastagi. In Banda Aceh, SMS Zainul called on the Governor of Aceh Mr Irwandi Yusuf and discussed ways to strengthen economic cooperation and cultural links between Singapore and Aceh. SMS Zainul also met with cultural leaders, academics and religious scholars in Aceh.

Bilateral Relations

Singapore and Indonesia enjoy warm and friendly ties. Our mutually beneficial economic links are also very strong. In 2008, Singapore was Indonesia's second-largest foreign investor with investments totalling US$1.5 billion amounting to approximately 10% of Indonesia's Foreign Direct Investments in 2008. Singapore and Indonesia have also consistently ranked among each others' top sources of visitor arrivals. In 2008, Singapore accounted for 1.2 million visitors to Indonesia and Indonesia contributed 1.75 million visitors to Singapore. Our Leaders and Ministers know each other well and they work closely together bilaterally, and at international fora such as ASEAN, to advance common interests.

Singapore has also contributed significant humanitarian assistance in cash and in kind to Indonesia during major natural disasters such as the December 2004 tsunami disaster, the 2006 Central Java earthquake, and the Jakarta floods in 2007. More recently during the Padang earthquake in September 2009, Singapore was one of the first countries to despatch a rescue contingent with relief supplies to the affected areas. Singapore and Indonesia are also cooperating to stop the spread of Avian Influenza and combat the problem of transboundary smoke haze. In July 2009, Singapore handed over two air and weather monitoring stations to the Jambi government under the Singapore-Indonesia collaboration project on the prevention of forest fires in Jambi province.

Indonesia is one of the top 10 recipient countries under the Singapore Co-operation Programme (SCP). Since the establishment of the SCP in 1992, Singapore has trained more than 4000 Indonesian officials in fields such as English Language, Healthcare, Finance, Banking, Environmental Management and IT.

LAOS

Year of establishment of diplomatic relations: 1974

Recent Bilateral Highlights

  • Deputy Prime Minister and Minister for Defence Teo Chee Hean made an official visit to Laos in conjunction with the South East Asian Games from 9 to 13 December 2009. During the visit, he met with Prime Minister Bouasone Bouphavanh, Deputy Prime Minister and Minister of National Defence LG Douangchay Phichit as well as Deputy Prime Minister Somsavat Lengsavad. Minister for Community Development, Youth and Sports Dr Vivian Balakrishnan also visited Laos for the SEA Games from 14 to 16 December 2009.
  • Senior Minister Goh Chok Tong visited Laos at the invitation of Standing Deputy Prime Minister Somsavat Lengsavad from 24 - 26 November 2009. During the visit, Senior Minister Goh met with President Choummaly Sayasone, Prime Minister Bouasone Bouphavanh and Standing Deputy Prime Minister Somsavat Lengsavad.
  • The President of the Lao People’s Democratic Republic, His Excellency Choummaly Sayasone, visited Singapore from 8 - 11 June 2008 at the invitation of President S R Nathan. This was the first State Visit to Singapore by a Lao Head of State. During the visit, President Choummaly paid a courtesy call on President Nathan and met with (then) Acting Prime Minister Prof S Jayakumar.
  • Deputy Prime Minister and Minister for Home Affairs Wong Kan Seng made a working visit to Laos from 11-12 March 2008 to sign a Memorandum of Understanding (MOU) on developing cooperation to combat transnational crime with the Laotian Minister of Public Security Thongbanh Seng A Phone.
  • Lao Deputy Prime Minister and Foreign Minister Thongloun Sisoulith visited Singapore in February 2008 as part of his introductory visits to ASEAN countries after taking over as Foreign Minister in June 2006. During his visit, Deputy Prime Minister Thongloun met with Minister of Foreign Affairs George Yeo and called on President S R Nathan and Prime Minister Lee Hsien Loong.
  • Lao Prime Minister Bouasone Bouphavanh made an official visit to Singapore from 28 - 30 January 2007 at the invitation of Prime Minister Lee Hsien Loong. Prime Minister Bouasone called on President S R Nathan and met Prime Minister Lee.

Bilateral Relations

Relations between Singapore and Laos have grown steadily. There is close cooperation bilaterally as well as within ASEAN and in international fora. Bilateral trade in 2008 stood at S$37 million. Singapore is one of Laos’ major investors. Laos is among the top 10 recipient countries under the Singapore Cooperation Programme (SCP).

2010

  • The Prime Minister of Malaysia, Dato' Sri Mohd Najib bin Tun Abdul Razak, visited Singapore from 23-24 May 2010 for a retreat with Prime Minister Lee Hsien Loong. Prime Minister Najib was accompanied by his wife Datin Sri Rosmah Mansor, Minister of Foreign Affairs Dato' Sri Anifah Aman, Minister of International Trade and Industry Dato' Sri Mustapa bin Mohamed, Minister of Transport Dato' Sri Ong Tee Keat, Minister of Home Affairs Datuk Seri Hishammuddin Tun Hussein, Minister in the Prime Minister's Department Tan Sri Nor Mohamed bin Yakcop, Menteri Besar of Johor Dato' Haji Abdul Ghani bin Othman and other senior officials from various ministries. Prime Minister Najib and the Malaysian delegation were hosted to a Welcome Dinner by Prime Minister Lee Hsien Loong on 23 May 2010.

  • During the retreat on 24 May 2010, the Leaders and Ministers from both countries discussed ways to enhance bilateral cooperation and exchanged views on regional developments. Significantly, an agreement was reached between Prime Minister Lee and Malaysian Prime Minister Najib Razak on the implementation of the Points of Agreement (POA). The Keretapi Tanah Melayu Berhad (KTMB) railway station will be relocated from Tanjong Pagar to the Woodlands Train Checkpoint (WTCP) by 1 July 2011. As part of the deal, Malaysia will get three POA parcels (Tanjong Pagar, Kranji and Woodlands) and three Bukit Timah land parcels for development by a joint venture company, M-S Pte Ltd. There was also agreement between the two Prime Ministers on establishing a rapid transit system linking Johor Bahru and Singapore. Separately, the two leaders also agreed that Khazanah Nasional Berhad and Temasek Holdings Limited would form a 50-50 joint venture company to undertake the development of an iconic township project in Iskandar Malaysia (IM). Prime Minister Lee also informed Prime Minister Najib that all the waterworks under the 1961 Water Agreement (WA) would be returned to Johor gratis and in good working condition upon the expiry of the WA. The Joint Statement released during the retreat is appended below.

  • Minister Mentor Lee Kuan Yew visited Johor on 20 February 2010 to extend condolences to the Sultan of Johor, Sultan Ibrahim, on the passing of his father, Sultan Iskandar.

  • Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong, Deputy Prime Minister Teo Chee Hean, Minister for Foreign Affairs George Yeo, Minister for National Development Mah Bow Tan and Minister for Community Development, Youth and Sports Vivian Balakrishnan travelled to Johor’s Istana Besar to pay their respects to Sultan Iskandar of Johor on 23 January 2010 following the Sultan’s passing on 22 January 2010.

  • The third Malaysia-Singapore Joint Techincal Committee meeting was held in Singapore on 5 January 2010 to further discuss the implementation of the International Court of Justice judgement on Pedra Branca, Middle Rocks and South Ledge.

2009

  • The Prime Minister of Malaysia, Dato' Sri Mohd Najib bin Tun Haji Abdul Razak, made an introductory visit to Singapore on 21 - 22 May 2009. Prime Minister Najib was accompanied by his wife Datin Sri Rosmah Mansor, various ministers and senior officials from the government. Prime Minister Najib met with Prime Minister Lee Hsien Loong, President S R Nathan, and met with Senior Minister Goh Chok Tong, and Senior Minister and Co-ordinating Minister for National Security Prof S Jayakumar. Prime Minister Najib’s trip affirmed the strong and long-standing relations between the two countries. Leaders from both countries agreed that they should continue to explore areas of cooperation to strengthen bilateral relations, both at the regional and bilateral levels.

  • Minister Mentor Lee Kuan Yew made a week-long visit to Malaysia from 9 - 16 June 2009. During his visit, he met with Malaysian Prime Minister Najib Razak in Putrajaya. During their meeting, Prime Minister Najib reaffirmed the positive message he had given Prime Minister Lee Hsien Loong during his first visit to Singapore in May 2009. During his week-long visit, Minister Mentor Lee also met with HM Tuanku Mizan Zainal Abidin, the Yang di-Pertuan Agong, and other influential politicians and personalities from various states in Malaysia. Minister Mentor Lee was accompanied by Finance Minister Tharman Shanmugaratnam, Education Minister Ng Eng Hen, Acting Minister for Information, Communications and the Arts Lui Tuck Yew and Senior Parliamentary Secretary Masagos Zulkifli.

  • At the invitation of Malaysian Foreign Minister Dato' Anifah Aman, Minister for Foreign Affairs George Yeo visited Kuala Lumpur on 23 June 2009. Both Foreign Ministers had a good discussion and reaffirmed the close bilateral relationship and cooperation. On the issue of the Points of Agreement (POA), they agreed to take a broader win-win approach to resolve the issue. Both Foreign Ministers discussed ways to move the POA issue forward, and agreed to meet again at an early date to sort out further details. They also discussed the two Prime Ministers having a Retreat in the later part of the year in Singapore.

  • Minister for Foreign Affairs George Yeo met with Datuk Nur Jazlan Mohamed, MP for Pulai Parliamentary Constituency for breakfast on 26 June 2009.

  • Malaysian Chinese Association (MCA) women's chief Chew Mei Fun called on Prime Minister Lee Hsien Loong on 3 July 2009. She and several members of her delegation met PM Lee at the Istana in his capacity as Secretary-general of the People's Action Party (PAP).

  • Minister for Foreign Affairs George Yeo, accompanied by Mrs Jennifer Yeo and officials from the Ministry of Foreign Affairs, visited Kota Kinabalu, Sabah from 9 - 11 December 2009. Minister and Mrs Yeo were hosted to dinner by Malaysian Foreign Minister Dato' Sri Anifah Aman and his spouse, Datin Sri Siti Rubiah Abdul Samad on 9 December 2009. Also present at the dinner were several Sabah political leaders. Minister Yeo also met with Sabah State Minister for Industrial Development Datuk Raymond Tan, after which he was hosted to lunch by Sabah State Minister for Tourism, Culture and Development Datuk Masidi Manjun. Datuk Tan and Datuk Masidi briefed Minister Yeo on developments in Sabah during their meeting and lunch with Minister Yeo respectively. Minister Yeo and Datuk Tan also discussed ways to further enhance the economic links between Singapore and Sabah. At the invitation of Dato' Sri Anifah and Datin Sri Siti Rubiah, Minister Yeo and Mrs Yeo attended the wedding reception of the son of Dato' Sri Anifah and Datin Sri Siti Rubiah, Ahmad Zachry, and Eryna Suraya Pang in the evening of 10 December 2009. Minister Yeo also called on Sabah Chief Minister Datuk Seri Panglima Musa Aman.

2008

  • Minister for Defence Teo Chee Hean visited Penang and Kuala Lumpur from 28 - 30 January 2008. He met with various leaders including Prime Minister Abdullah Badawi, Deputy Prime Minister and Defence Minister Najib Razak, and Chief Minister of Penang Koh Tsu Koon. He also made visits to the Royal Malaysian Air Force Butterworth Air Base and the Malaysian Armed Forces Defence College.
  • Minister for Education Tharman Shanmugaratnam attended the Southeast Asian Ministers of Education Organization (SEAMEO) Council meeting in Kuala Lumpur from 13 - 15 March 2008 and met with his Malaysian counterpart Hishammuddin Hussien during the visit.
  • Minister for Community Development, Youth and Sports Dr Vivian Balakrishnan visited Kuala Lumpur on 23 March 2008 to attend the F1 Sepang Grand Prix at the invitation of Chairman of Sepang International Circuit Mokhzhani Mahathir.
  • Malaysian Foreign Minister Datuk Seri Utama Dr Rais Yatim made an introductory visit to Singapore on 17 April 2008. Dr Rais Yatim called on Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong, Minister Mentor Lee Kuan Yew and Deputy Prime Minister Professor S Jayakumar during his visit. He was also hosted to lunch by his counterpart, Minister for Foreign Affairs George Yeo.
  • Minister for Environment and Water Resources Yaacob Ibrahim attended the Ministerial Steering Meeting on Transboundary Haze in Kuala Lumpur on 8 April 2008.
  • Malaysian Minister for Education Hishammuddin Hussein visited Singapore from 20 - 21 April 2008 to sign a Memorandum of Understanding on Enhanced Bilateral Cooperation on School Leadership Development. Minister Hishammuddin met with his new counterpart, Dr Ng Eng Hen.
  • Deputy Prime Minister and Minister for Home Affairs Wong Kan Seng made a working visit to Kuala Lumpur, Malaysia, from 13 - 14 May 2008.
  • On 23 May 2008, a long-standing territorial dispute between Singapore and Malaysia was resolved when the International Court of Justice (ICJ) awarded sovereignty of Pedra Branca to Singapore. The ICJ also awarded Middle Rocks to Malaysia, and South Ledge to the country in whose territorial waters it is located. By resolving this dispute through third party adjudication, both countries have demonstrated our respect for international law and our commitment to settling bilateral disputes in an amicable manner. The two countries established the Malaysia-Singapore Joint Technical Committee (MSJTC) to facilitate the smooth implementation of the ICJ judgment. The MSJTC met on 3 June 2008 in Singapore and 20 August 2008 in Putrajaya, Malaysia. The MSJTC is co-chaired by Mr Peter Ho, Permanent Secretary, Ministry of Foreign Affairs, Singapore and Tan Sri Rastam Mohd Isa, Secretary General, Ministry of Foreign Affairs, Malaysia.
  • Minister for Information, Communication and the Arts Dr Lee Boon Yang attended the 16th World Congress on Information Technology in Kuala Lumpur. He met with his counterparts Minister for Energy, Water and Communications Datuk Shaziman Mansor and Minister for Unity, Culture, Arts and Heritage Datuk Shafie Apdal during this visit.
  • Malaysian Minister in the Prime Minister’s Department HE Dato’ Seri Dr Ahmad Zahid Hamidi made a working visit to Singapore from 1 - 2 July 2008.
  • Senior Minister of State for Foreign Affairs Dr Balaji Sadasivan made a working visit to Kuala Lumpur, Malaysia from 7 - 9 July 2008, during which he called on Malaysian Minister of Human Resources Datuk Dr. S Subramaniam.
  • Senior Minister of State for Foreign Affairs Zainul Abidin Rasheed made a working visit to Kuala Lumpur, Malaysia from 25 - 31 July 2008. During his visit, SMS Zainul met with several Malaysian leaders, including Minister of Foreign Affairs Dato’ Seri Utama Dr Rais Yatim.
  • Malaysian Minister of International Trade and Industry Muhyiddin Yassin led the annual Trade and Investment mission to Singapore on 12 August 2008, during which he met Minister for Trade and Industry Lim Hng Kiang.
  • Singapore Minister for Education and Second Minister for Defence Dr Ng Eng Hen visted Kuala Lumpur, Malaysia from 13 - 14 October 2008, where he met with his counterparts from the Malaysian Ministries of Education, Higher Education and Defence.
  • Minister for Foreign Affairs George Yeo led a contingent from the Singapore Ministry of Foreign Affairs, for the annual MFA-Wisma Putra Games from 7 - 8 November 2008 in Johor Bahru, Malaysia. They met with counterparts from the Malaysian Ministry of Foregin Affairs, led by Foreign Minister Dato' Seri Utama Dr Rais Yatim.

Bilateral Relations

Relations between Singapore and Malaysia are characterised by a high degree of economic and social inter-dependence. In 2008, Malaysia was our largest trading partner with with bilateral trade amounting to $111.5 billion. Bilateral trade as of November 2009 amounted to over $75 billion. Singapore’s investment in Malaysia rose by 11.8% to reach $21.2 billion as at end 2007. Singapore and Malaysia have always placed emphasis on developing people-to-people exchanges. It is thus not surprising that Singapore and Malaysia have consistently ranked among each others' top sources of visitor arrivals. Singapore believes that the positive state of bilateral relations between the two countries can be further enhanced by predicating the relationship on mutual respect, mutual benefit and adherence to international law and agreements. Notwithstanding occasional disagreements, which are inevitable between close neighbours, Singapore and Malaysia have continued to cooperate in innumerable areas of common interest. To this effect, Singapore is committed to the continued development of bilateral relations with Malaysia.

MYANMAR

Year of establishment of diplomatic relations: 1966

Recent Bilateral Highlights

  • Senior Minister Goh Chok Tong made an official visit to Myanmar from 8 - 11 June 2009. He called on State Peace and Development Council Chairman Senior General Than Shwe, Prime Minister General Thein Sein and other leaders. Besides Nay Pyi Taw, Senior Minister Goh also visited Yangon, Mandalay and Taunggyi. Senior Minister Goh also opened the Kayin Chaung Station Hospital that Singapore helped to complete in Twante Township, Yangon Division.
  • Myanmar Prime Minister General Thein Sein made an official visit to Singapore from 17 - 18 March 2009. He called on Acting President J Y Pillay and Prime Minister Lee Hsien Loong, who hosted an official dinner in his honour. He also met with Senior Minister Goh Chok Tong. They discussed the bilateral relationship and potential areas of cooperation and collaboration.
  • Minister for Foreign Affairs George Yeo made an official visit to Myanmar from 2 - 4 April 2007. He called on State Peace and Development Council Secretary-1 Lieutenant-General Thein Sein in the latter's capacity as Acting Prime Minister and separately met Minister for Foreign Affairs U Nyan Win. They had wide-ranging discussions on enhancing bilateral cooperation, such as through cultural exchanges, trade and investment.

Bilateral Relations

Singapore and Myanmar enjoy good bilateral relations. We have worked closely in ASEAN. Myanmar is among the top 10 recipient countries under the Singapore Cooperation Programme (SCP). Our technical assistance has largely been channelled to the fields of healthcare, tourism, information technology and trade and export development.

Singapore was one of the first countries to offer assistance to Myanmar following Cyclone Nargis, and had contributed a first tranche of humanitarian assistance worth US$200,000. The Singapore government pledged a further US$5 million worth of humanitarian assistance to Myanmar and was also part of the ASEAN Emergency Rapid Assessment Team (ERAT) that was despatched to Myanmar on 9 May 2008 to assess the ground situation. To help Myanmar in their post-disaster recovery efforts, some of our initiatives included donations of airport ground handling equipment, fertiliser and fishing boats, the construction and refurbishment of Kayin Chaung Station Hospital and a post-disaster trauma counselling training course for Myanmar civil servants.

PHILIPPINES

Year of establishment of diplomatic relations: 1969

Recent Bilateral Highlights

  • Minister for Foreign Affairs George Yeo made an official visit to the Philippines from 19 - 22 November 2009 at the invitation of Philippine Foreign Secretary Alberto Romulo. He called on Philippine President Gloria Macapagal-Arroyo as well as Secretary Romulo. In conjunction with the visit, Minister Yeo also attended the 10th World Chinese Entrepreneurs Convention (WCEC) as a keynote speaker and received the WCEC flag on behalf of Singapore, which will be hosting the 11th WCEC in 2011.
  • Minister for Transport and Second Minister for Foreign Affairs Raymond Lim attended the 14th ASEAN Transport Ministers Meeting in Manila, Philippines from 6-7 November 2008. During the visit, Minister Lim called on Philippine President Gloria Macapagal-Arroyo.
  • President S R Nathan and Philippine Secretary of Education Hon. Jesli Lapus co-officiated the unveiling ceremony of the Dr Jose Rizal marker at the Asian Civilisations Museum in Singapore on 19 June 2008. The marker is a collaboration with the Singapore National Heritage Board (NHB).
  • Philippine President Gloria Macapagal-Arroyo made a State Visit to Singapore on 25 - 26 June 2007 at the invitation of President S R Nathan. President Arroyo called on and was hosted to a State Banquet by President S R Nathan. She also met with Prime Minister Lee Hsien Loong who hosted her to lunch.
  • President S R Nathan made a State Visit to the Philippines from 13 - 16 February 2007 at the invitation of Philippine President Gloria Macapagal-Arroyo. He met President Arroyo, who hosted a State Banquet in his honour. He also met Philippine Vice President Noli De Castro, former President Fidel Ramos and other eminent Filipinos.

Bilateral Relations

The Philippines and Singapore enjoy a warm bilateral relationship. 2009 marked the 40th anniversary of the establishment of diplomatic ties between the two countries. Both countries share a common vision of the importance of ASEAN and work closely together at ASEAN meetings and other international fora. Economically, the Philippines is currently Singapore's 13th largest trading partner. Bilateral trade reached S$14.8 billion in 2009. The Philippines is also a priority country under the Singapore Cooperation Programme (SCP). Since the inception of the SCP in 1992, more than 1,600 Filipino officials have attended SCP courses in Singapore in diverse areas such as Civil Aviation, Economic and Trade Development, Environment, Finance, Healthcare, Information Technology, Law, Port Management and Urban Development.

THAILAND

Year of establishment of diplomatic relations: 1965

Recent Bilateral Highlights

  • The 9th Coordinating Meeting of the Thailand-Singapore Civil Service Exchange Programme (CSEP) was held in Singapore from 14 - 15 October 2009. Minister for Foreign Affairs George Yeo jointly officiated at the Opening Ceremony with Thai Minister of Foreign Affairs Kasit Piromya. During his visit, Minister Kasit also called on Prime Minister Lee Hsien Loong.

  • Thai Foreign Minister Kasit Piromya, visited Singapore from 15 - 16 August 2009. Minister Kasit met with Minister for Foreign Affairs George Yeo on 15 August 2009 and attended a National Day Celebration Dinner organised by the Bedok Reservoir-Punggol Citizens' Consultative Committee.

  • Thai Prime Minister Abhisit Vejjajiva made an introductory visit to Singapore on 22 June 2009, calling on Prime Minister Lee Hsien Loong, President S R Nathan, and Minister Mentor Lee Kuan Yew.

  • Prime Minister Lee Hsien Loong attended the 14th ASEAN Summit in Cha-am, Petchaburi, Thailand from 27 February-1 March 2009. During the visit, Prime Minister Lee called on Thai Prime Minister Abhisit Vejjajiva. Minister for Foreign Affairs George Yeo who was part of the delegation also had a separate bilateral meeting with Thai Foreign Minister Kasit Piromya.

  • Minister for Foreign Affairs George Yeo led a delegation of civil servants to Bangkok, Thailand for the 8th Coordinating Meeting of the Thailand-Singapore Civil Service Exchange Programme (CSEP) from 29 - 30 June 2008. Minister Yeo jointly officiated at the Opening Ceremony of the CSEP meeting with then-Thai Minister of Foreign Affairs Noppadon Pattama. During the visit, Minister Yeo met separately with Foreign Minister Noppadon and Acting Prime Minister Somchai Wongsawat.

Bilateral Relations

Singapore and Thailand have traditionally enjoyed a warm and multifaceted bilateral relationship. Both countries co-operate closely in many areas such as defence, civil service and eduction, as well as within ASEAN and at international fora. Economic relations are also strong. Thailand is our 10th largest trading partner, with bilateral trade amounting to S$26.5 billion in 2009. It is also an important investment destination for Singapore companies. In 2008, Singapore was the third largest foreign investor in Thailand. Singapore-Thailand Enhanced Partnership (STEP): The Singapore-Thailand Enhanced Partnership (STEP) was launched in 1997 as a broad vision for a long-term strategic partnership between both countries. It provides the framework for the expansion of sectoral co-operation. STEP comprises four pillars: (a) enhanced economic co-operation (now known as STEER); (b) strong defence relations; (c) people-to-people co-operation; and (d) the Civil Service Exchange Programme (CSEP). Civil Service Exchange Programme (CSEP): The CSEP was institutionalised in March 1997 during the visit of then-Prime Minister Chavalit Yongchaiyudh to Singapore. The ninth CSEP Coordinating Meeting was held in Singapore from 14-15 October 2009. Singapore-Thailand Enhanced Economic Relationship (STEER): The STEER was launched by then-Prime Minister Goh Chok Tong and then-Prime Minister Thaksin Shinawatra during the former's visit to Thailand from 18 - 20 February 2002. Under this agreement, Thai and Singapore agencies would meet regularly to foster closer economic integration and cooperation. The inaugural STEER meeting was held in Singapore from 25 - 27 August 2003. Senior officials from Singapore’s Ministry of Trade and Industry and Thailand’s Ministry of Commerce are currently working on developing the agenda and setting the dates for the 3rd STEER meeting to be held in Singapore. Singapore-Thailand Third Country Training Programme (TCTP): The TCTP is Singapore's first formalised partnership with a fellow ASEAN country. Under TCTP, Thailand and Singapore have jointly provided technical assistance to countries such as Cambodia, Laos, Myanmar and Vietnam.

VIETNAM

Year of establishment of diplomatic relations: 1973

Recent Bilateral Highlights

  • Prime Minister Lee Hsien Loong visited Vietnam from 12 - 15 January 2010 at the invitation of Vietnam Prime Minister Nguyen Tan Dung. During the visit, Prime Minister Lee and Prime Minister Dung co-officiated the Ground Breaking Ceremony for the 4th Vietnam-Singapore Industrial Park (VSIP) in Hai Phong City on 13 January 2010. Prime Minister Lee also met Communist Party of Vietnam General-Secretary Nong Duc Manh, President Nguyen Minh Triet and other senior Vietnamese leaders.
  • Vietnam President Nguyen Minh Triet made his State Visit from 16 - 17 November 2009 in conjunction with his attendance at the APEC Economic Leader’s Meeting and the inaugural US-ASEAN Leaders’ Meeting. During the visit, President S R Nathan hosted a State Banquet in honour of President Triet. President Triet also had separate meetings with Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong and Minister Mentor Lee Kuan Yew.
  • Deputy Prime Minister and Minister for Defence Teo Chee Hean visited Vietnam from 7 - 10 September 2009. During the visit, he called on Vietnam Prime Minister Nguyen Tan Dung and National Defence Minister General Phung Quang Thanh, and met with other Vietnamese leaders. Deputy Prime Minister Teo and Minister Thanh co-signed the bilateral Defence Cooperation Agreement to formalise existing defense interactions and promote new areas of cooperation.
  • Deputy Prime Minister Hoang Trung Hai visited Singapore from 29 July to 1 August 2009 at the invitation of Minister for Foreign Affairs George Yeo. Deputy Prime Minister Hai called on President S R Nathan and Minister Mentor Lee Kuan Yew, and was also hosted to lunch by Deputy Prime Minister and Minister for Defence Teo Chee Hean, where he also met with Minister for Trade and Industry Lim Hng Kiang.
  • Minister for Foreign Affairs George Yeo made an official visit to Vietnam from 22 - 25 May 2009. Apart from meeting with Prime Minister Nguyen Tan Dung, Minister Yeo also visited Danang City and Quang Nam Province in Central Vietnam. Minister Yeo also attended the Asia-Europe Foreign Ministers' Meeting on 25 May.
  • Minister Mentor Lee Kuan Yew made an official visit to the Socialist Republic of Vietnam from 13 to 17 April 2009 at the invitation of Vietnam Prime Minister Nguyen Tan Dung. In Ho Chi Minh City, he met Party Secretary Le Thanh Hai while in Hanoi, he met General Secretary of the Communist Party of Vietnam Nong Duc Manh, President Nguyen Minh Triet, Prime Minister Nguyen Tan Dung, and other Vietnamese government and business leaders.
  • Vietnam National Assembly Vice-President Nguyen Duc Kien led a 10-member delegation to Singapore for an official visit from 22 - 26 April 2009 at the invitation of Deputy Speaker of Parliament Mr Matthias Yao.
  • Minister for Trade and Industry Lim Hng Kiang made a visit to Hanoi from 28 - 29 October 2008 to co-chair the 3rd Singapore-Vietnam Connectivity Ministerial Meeting with Vietnam's Minister of Planning and Investment Vo Hong Phuc. During this visit, Minister Lim met the Secretary of Hanoi Communist Party Pham Quang Nghi and Deputy Prime Minister Nguyen Sinh Hung.
  • Secretary of the Ho Chi Minh City Party Committee and Member of the Political Bureau, Central Party Committee of the Communist Party of Vietnam Le Thanh Hai made an official visit to Singapore from 26 - 28 June 2008 at the invitation of Minister for Foreign Affairs George Yeo under the MFA's Distinguished Visitors' Programme. His visit immediately followed his attendance at the World Cities Summit from 23 - 25 June 2008 in Singapore. During his visit, Hai made courtesy calls on Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong and Minister Mentor Lee Kuan Yew. He also met with and was hosted to lunch by Minister for Foreign Affairs George Yeo.
  • Vietnamese Deputy Prime Minister and Foreign Minister Pham Gia Khiem made an official visit to Singapore from 20 - 21 May 2008 to launch the Vietnam Festival. During his visit, he called on President S R Nathan and Prime Minister Lee Hsien Loong. He also met Minister for Foreign Affairs George Yeo.
  • President S R Nathan made a State Visit to Vietnam from 25 - 29 February 2008. During his visit President Nathan had discussions with senior Vietnamese leaders including President Nguyen Minh Triet, Communist Party of Vietnam General-Secretary Nong Duc Manh, Prime Minister Nguyen Tan Dung, government ministers, Secretary of the Hanoi Party Committee Pham Quang Nghi and Chairman of the Hanoi People's Committee Nguyen The Thao.

Bilateral Relations

Singapore-Vietnam relations are good and characterised by strong economic cooperation. Over the last decade, bilateral ties have strengthened rapidly and both countries cooperate closely within ASEAN and at other international fora. Economically, Singapore is Vietnam's fifth largest foreign investor, with registered cumulative investment at US$17 billion. Bilateral trade has grown steadily over the past ten years, and Singapore was the 5th largest trading partner of Vietnam in 2008, with trade figures amounting to S$15.6 billion. Vietnam is also one of the top beneficiaries of Singapore's technical assistance under the Singapore Cooperation programme (SCP). The key pillar of our bilateral economic cooperation is the Connectivity Framework Agreement (CFA), which provides the overarching framework across the sectors of education and training, finance, investments, information technology and telecommunications. In force since 23 January 2006, the CFA allows Singapore and Vietnam to leverage on each country's competencies, creating opportunities for the private sector in Singapore to contribute to Vietnam's development, and for greater people-to-people exchanges. The Vietnam-Singapore Industrial Park (VSIP) has been a successful symbol of Singapore’s economic cooperation and investments in Vietnam. Since its first project in Binh Duong Province in 1996, the VSIP has since expanded to VSIP-II in Binh Duong, as well as to other provinces in Vietnam. The groundbreaking ceremony for the 4th VSIP in Hai Phong City was co-officiated by Prime Minister Lee and Vietnam Prime Minister Nguyen Tan Dung on 13 January 2010.
