2009

  • President S R Nathan made the first-ever State Visit to Japan in May 2009. During his visit to Japan, President visited Tokyo, Kyoto and Hiroshima.

  • Prime Minister Lee Hsien Loong made a working visit to Japan in October 2009.

  • Minister Mentor Lee Kuan Yew visited Japan to attend the Nikkei Conference in May 2009.

  • Deputy Prime Minister and Defence Minister Teo Chee Hean visited Japan in December 2009.

  • Senior Minister of State for Foreign Affairs Zainul Abidin Rasheed visited Japan to attend the 7th Japan-Singapore Symposium held on 23 ¨C 24 February 2009.

  • Prime Minister Yukio Hatoyama attended the APEC Economic Leaders Meeting in Singapore in November 2009, during which he also met with Prime Minister Lee Hsien Loong. During his visit, the Japan Creative Centre in Singapore was also launched by both PM Hatoyama and PM Lee.

  • Defence Minister Yasukazu Hamada attended the IISS Conference in Singapore in May 2009.

  • Parliamentary Vice-Minister of Foreign Affairs Yasutoshi Nishimura visited Singapore in April 2009, during which he called on Senior Minister of State for Foreign Affairs Zainul Abidin Rasheed.

  • The 15th Raffles Programme was held in Singapore from 11-15 August 2009. The senior officials from Gaimusho, Ministry of Land, Infrastructure, Transport and Tourism, Ministry of Finance, Ministry of Economy, Trade and Industry, Ministry of Health, Labour and Welfare, and Ministry of Defence called on Minister for Prime Minister's Office Lim Swee Say and Minister for Foreign Affairs George Yeo.

2008

  • Deputy Minister for Foreign Affairs Masaharu Kohno made a visit to Singapore under the MFA Visitors Programme in August 2008

  • Ministry of Economy, Trade and Industry (METI) Minister Toshihiro Nikai co-chaired the 15th ASEAN Economic Ministers (AEM)-METI Consultations held in Singapore in August 2008.

  • The 14th Raffles Programme was held in Singapore from 12-16 August 2008. The senior officials from the Gaimusho, Minister's Secretariat, Ministry of Finance, Ministry of Defence and Ministry of Economy, Trade and Industry, Ministry of Foreign Affairs and Ministry of Education, Culture, Sports, Science and Technology called on Minister for Prime Minister's Office Lim Swee Say, Minister for National Development Mah Bow Tan and Minister for Foreign Affairs George Yeo.

  • Former Defence Minister Yuriko Koike visited Singapore from 30 May to 1 June 2008 under the Temasek Programme.

  • Japanese Foreign Minister Masahiko Koumura attended the ASEAN Ministerial Meetings/Post-Ministerial Conference/ASEAN Regional Forum meetings held in Singapore and met Minister for Foreign Affairs George Yeo on the sidelines of the meetings in July 2008. The website for the Japan Creative Centre in Singapore was also launched during the ASEAN Ministerial Meetings.

  • Former Prime Minister Yoshiro Mori attended the Water Leaders Summit during the Singapore International Water Week (SIWW) in June 2008 and called on Prime Minister Lee Hsien Loong and Senior Minister Goh Chok Tong.

  • Then-Defence Minister Shigeru Ishiba attended the IISS Conference in May 2008.

Bilateral Relations

Singapore-Japan relations have deepened and broadened over the past few years. The signing of the Japan-Singapore Economic Agreement for a New Age Partnership (JESPA) by the two Prime Ministers in January 2002 marked a milestone in our bilateral relations. The JESPA Review Supervisory Committee Meeting was concluded successfully on 12 January 2007. Japan Emperor Akihito and Empress Michiko made a successful State Visit to Singapore in June 2006. Reciprocating this visit, President and Mrs S R Nathan made the first-ever State Visit to Japan in May 2009. During Prime Minister Yukio Hatoyama's visit to Singapore in November 2009, PM Hatoyama and PM Lee launched the Japan Creative Centre.

Japan was Singapore's sixth largest trade partner in 2009. Singapore and Japan share many interests in regional issues such as the security situation in the Asia-Pacific, maintaining the freedom and safety of navigation in the international sea lanes of Southeast Asia, and promoting regional dialogue mechanisms of the Asia-Pacific region. Both countries are also working together under the Japan-Singapore Partnership Programme for the 21st Century (JSPP21) to provide technical assistance to third countries. Bilateral cooperation has also been expanded to include cooperation to combat diseases, such as SARS and avian influenza, and joint anti-piracy exercises between the coast guards of the two countries.

2009

  • President Hu Jintao made his first State Visit to Singapore from 11-13 November, in conjunction with the APEC Economic Leaders Meeting. Hu last visited Singapore in 2002 in his capacity as Vice President. It was the first State Visit of a Chinese President in 15 years as the last State Visit was by former President Jiang Zemin in 1994. During his State Visit, Hu met President Nathan, who hosted a State Banquet for him. Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong and Minister Mentor Lee Kuan Yew also called on Hu. Hu witnessed the signing of four agreements on the loan of a pair of giant pandas, the establishment of the China Cultural Centre in Singapore, collaboration between Zhejiang University and Singapore University of Technology and Design, and on human resource development.

  • The Chief of General Staff of the People's Liberation Army (PLA) GEN Chen Bingde made a bilateral defence visit to Singapore from 22-24 October.

  • Vice Premier Wang Qishan made an official visit to Singapore from 23-26 August to co-chair the 6th Joint Council for Bilateral Cooperation (JCBC), 11th Suzhou Industrial Park (SIP) Joint Steering Council (JSC) and the 2nd China-Singapore Tianjin Eco-city JSC meetings with DPM Wong Kan Seng. During his visit, Wang called on President Nathan, PM, SM Goh and MM.

  • Minister of Commerce Chen Deming visited Singapore in July, when he called on President Nathan, PM, SM Goh and MM.

  • State Councillor and Politburo member of the Communist Party of China Liu Yandong visited Singapore from 23-26 April. While in Singapore, Liu called on PM, MM, DPM Teo Chee Hean and also met Minister for Education Dr Ng Eng Hen.

  • National People¡¯s Congress (NPC) Vice Chairman Zhou Tienong led a delegation comprising representatives from the NPC and the Chinese People's Political Consultative Conference (CPPCC) on an official visit to Singapore from 8 to 10 January 2009. During his visit, Vice Chairman Zhou met Prime Minister Lee Hsien Loong and Speaker of Parliament Abdullah Tarmugi.2009 also saw a number of Ministerial-level visits by provincial leaders, including Qinghai Party Secretary Qiang Wei in October, Henan Governor Guo Gengmao in August, Hainan Governor Luo Baoming in July and Shaanxi Party Secretary Zhao Leji in April.

  • PM made a working visit to Zhejiang and Shanghai from 4-7 June, where he met the Party Secretaries of Shanghai and Zhejiang, Yu Zhengsheng and Zhao Hongzhu respectively.

  • MM and DPM Wong took part in the SIP 15th anniversary celebrations in Suzhou in May 2009. MM met Vice Premier Wang Qishan, Shanghai Mayor Han Zheng, Jiangsu Party Secretary Liang Baohua and former Vice Premier Li Lanqing.

  • Senior Minister Goh made three separate visits to China in 2009. SM visited Guangdong in March to witness the launch of the 7th business council, Singapore-Guangdong Collaboration Council (SGCC); Dalian and Liaoning in September in conjunction with Foundation of Young Global leaders board meeting, and Fujian in October. SM met the provincial leaders of these provinces during his visits.

  • DPM and Minister-in-charge of Civil Service Teo Chee Hean visited Shanghai in 3-4 April, to attend the inaugural Public Service Division-Central Organisation Department (PSD-COD) Forum on Leadership Selection and Development.

2008

  • Jiangsu Party Secretary Liang Baohua led a delegation to Singapore from 26 to 30 November 2008 to attend the 2nd meeting of the Singapore-Jiangsu Cooperation Council (SJCC) and the 2008 Jiangsu-Singapore Economic and Trade Forum. During his visit, Party Secretary Liang met Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong, Minister Mentor Lee Kuan Yew, Deputy Prime Minister Wong Kan Seng and Acting Minister for Manpower Gan Kim Yong.

  • MM visited Beijing and Shanghai from 26 October to 1 November 2008 for the JPMorgan IC Shanghai meeting. During his visit, MM met Chairman of the Standing Committee of the National People¡¯s Congress Wu Bangguo and former Premier Zhu Rongji.

  • Singapore and China signed the China-Singapore Free Trade Agreement (CSFTA) during Prime Minister Lee Hsien Loong's official visit to China in October 2008. The CSFTA is the first comprehensive bilateral FTA that China has concluded with an Asian country.

  • Prime Minister Lee Hsien Loong made an official visit to China from 22 to 27 October 2008 in conjunction with his participation in the Asia-Europe Meeting (ASEM) VII in Beijing. In Beijing, PM met President Hu Jintao, Chairman of the Standing Committee of the National People¡¯s Congress Wu Bangguo, Premier Wen Jiabao and Executive Vice Premier Li Keqiang. PM also met Shaanxi Party Secretary Zhao Leji and Governor Yuan Chunqing in Xi¡¯an.

  • Senior Minister Goh Chok Tong made a working visit to China from 24 to 28 September 2008 where he co-officiated the ground-breaking ceremony of the China-Singapore Tianjin Eco-city with Premier Wen Jiabao. In Beijing, SM also met State Councillor Liu Yandong and Central Organisation Department Minister Li Yuanchao.

  • PRC Politburo Member and Guangdong Party Secretary Wang Yang made an official visit to Singapore from 14 to 17 September 2008. During his visit, Party Secretary Wang met Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong, Minister Mentor Lee Kuan Yew, DPM Wong Kan Seng, Foreign Minister George Yeo and Minister for Trade and Industry Lim Hng Kiang.

  • Deputy Prime Minister Wong Kan Seng made an official visit to China from 2 to 6 September 2008 to co-chair the 5th Joint Council for Bilateral Cooperation (JCBC), the 10th Suzhou Industrial Park (SIP) Joint Steering Council (JSC) and the inaugural China-Singapore Tianjin Eco-city JSC meetings with PRC Vice Premier Wang Qishan. During his visit, DPM met Premier Wen Jiabao, State Councillor and Minister of Public Security Meng Jianzhu, Politburo member and Tianjin Party Secretary Zhang Gaoli and Tianjin Mayor Huang Xingguo.

  • President S R Nathan visited Beijing from 12 to 16 August 2008 to attend the Beijing Olympic Games. While in Beijing, President met PRC President Hu Jintao and Foreign Minister Yang Jiechi. President also visited Henan from 16 to 18 August 2008. In Henan, President met Henan Party Secretary Xu Guangchun and Henan Acting Governor Guo Gengmao.

  • Minister Mentor Lee Kuan Yew visited Beijing from 6 to 8 August 2008 to attend the Beijing Olympic Games. While in Beijing, MM met Vice President Xi Jinping.

  • Minister for Foreign Affairs George Yeo visited Dandong and Beijing from 14-17 May 2008. In Dandong, Minister Yeo met senior leaders while in Beijing he met State Councillor Dai Bingguo, Minister of Foreign Affairs Yang Jiechi, Central Organisation Department Minister Li Yuanchao and Central Party School Executive Vice Principal Li Jingtian.

  • MINDEF signed a bilateral agreement on defence exchanges and security cooperation with China at the inaugural Defence Policy Dialogue from 6-8 January 2008.

  • Minister for National Development Mah Bow Tan led a delegation to co-chair the Sino-Singapore Tianjin Eco-city Joint Working Committee meeting with Minister of Construction Wang Guangtao from 29-31 January 2008. Minister Mah also visited the Suzhou Industrial Park during his visit, and joined the IE Singapore-led business delegation to Tangshan on 1 February 2008.

Bilateral Relations

Singapore enjoys close and multi-faceted relations with the PRC. Bilateral relations are broad-based, spanning beyond economics and politics to education, culture and science and technology. To take stock of our cooperation and to build on the current foundation, both countries have set up the Joint Council for Bilateral Cooperation (JCBC) to bring all our bilateral cooperation under one roof. Both countries also enjoy close cooperation in regional and international fora. Singapore leaders enjoy warm working relationships with their Chinese counterparts and maintain regular high-level exchanges with the PRC. Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong and Minister Mentor Lee Kuan Yew all made separate visits to China in 2009. A key highlight in 2009 was President Hu Jintao's inaugural State Visit to Singapore, in conjunction with the APEC Economic Leaders Meeting (AELM), in November. People-to-people exchanges were supplemented by programmes such as the PSD-COD Forum on Leadership Selection and Development, Chinese Mayors' Study Visit Programme, Senior Chinese Officials Study Visit Programme and the Sino-Singapore Undergraduate Exchange Programme.

Bilateral economic ties are strong. China is currently Singapore's 3rd largest trading partner. Singapore is also one of China's top trading partners and investors. The China-Singapore Free Trade Agreement (CSFTA) came into effect in January 2009. The CSFTA is the first comprehensive bilateral FTA that China has concluded with an Asian country. With the conclusion of the CSFTA, the economies of both countries are expected to further benefit from the enhanced liberalisation in goods, services and investments. The FTA is also expected to contribute to regional economic integration by injecting additional momentum into the establishment of the China-ASEAN Free Trade Area.

The Suzhou Industrial Park (SIP) and the Sino-Singapore Tianjin Eco-City - Singapore's two flagship projects in the PRC - anchors the close bilateral cooperation between Singapore and China. The seven provincial business councils Singapore has in Sichuan, Shandong, Lianoning, Zhejiang, Tianjin, Guangdong and Jiangsu underscore our cooperation with China in its regional development.

Recent Bilateral Highlights

2009

  • Minister (Health) Khaw Boon Wan attended the 60th session of the World Health Organisation Regional Committee from 21-24 September.

  • Parliamentary Secretary (MICA) Sam Tan attended the Asia Cultural Cooperation Forum in October.

  • Former HK CE Tung Chee-hwa made a private visit from 27-31 January and met PM, SM and MM.

  • Secretary for Security Ambrose Lee visited Singapore to attend the Global Security Asia in March.

  • Secretary for Development Carrie Lam made a working visit to Singapore and met Minister Raymond Lim.

  • Secretary for Home Affairs Tsang Tak-sing also visited Singapore in June to attend the opening ceremony of the Asian Youth Games, and called on Acting Minister for Information, Communications and the Arts Lui Tuck Yew.

  • Secretary for Education Michael Suen attended the International Education Roundtable (IER) in Singapore, while Secretary for Commerce and Economic Development Rita Lau attended the APEC Meeting of Ministers Responsible for Trade (MRT) held in Singapore on 21-22 July.

  • In mid November, CE Donald Tsang attended the APEC Economic Leaders' Meeting held in Singapore during which he called on Senior Minister Goh Chok Tong.

  • Head of Civil Service Peter Ho hosted a group of three Permanent Secretaries including Au King-chi, Permanent Secretary for Financial Services and the Treasury (Financial Services), Andrew Wong, Permanent Secretary for the Civil Service, and Chang King-yiu, Permanent Secretary for Security on 24-25 November for the Singapore-Hong Kong Permanent Secretary Exchange Programme.

2008

  • Minister Mentor Lee Kuan Yew visited Hong Kong from 1 to 3 December, during which he met Chief Executive (CE) Donald Tsang.

  • Secretary of Transport and Housing Eva Cheng visited Singapore in November 2008. During her visit, Secretary Cheng met Minister for Transport Raymond Lim.

  • Senior Minister Goh Chok Tong visited Hong Kong from 10 to 12 November 2008 to deliver a keynote address at the Asia Society Hong Kong Centre¡¯s Annual Dinner. During his visit, SM Goh met Chief Executive (CE) Donald Tsang and Vice Chairman of the Chinese People¡¯s Political Consultative Conference (CPPCC) Tung Chee-hwa.

  • Deputy Prime Minister Wong Kan Seng visited Hong Kong from 3 to 6 November 2008. During his visit, DPM Wong met Chief Executive (CE) Donald Tsang, Chief Secretary Henry Tan and Secretary of Security Ambrose Lee.

  • Chief Executive (CE) Donald Tsang visited Singapore on 16-18 May 2008, where he met Prime Minister Lee Hsien Loong and Minister Mentor Lee Kuan Yew. PM hosted Tsang to a dinner after his call, while Senior Minister Goh Chok Tong hosted CE Tsang to lunch the next day. CE Tsang also attended a briefing at the Ministry of Trade & Industry (MTI), the Ministry of Health (MOH) and the Newater Visitor Centre during his visit.

  • Secretary for Home Affairs Tsang Tak-sing visited Singapore on 16-19 March 2008 at the invitation of Minister for Information, Communications and the Arts Lee Boon Yang. Secretary Tsang called on Minister Lee and Minister for Community, Youth and Sports Dr Vivian Balakrishnan.

  • Minister for National Development Mah Bow Tan visited Hong Kong from 8 to 12 April 2008. During his visit, Minister Mah met Secretary for Transport and Housing Eva Cheng and Secretary for Development Carrie Lam.

  • There were also visits by Minister for Transport Raymond Lim and Minister for National Development Mah Bow Tan to Hong Kong respectively on 11-14 March 2008 and 8-12 April 2008.

 

Bilateral Relations

Singapore's close relations with the Hong Kong Special Administrative Region are maintained through frequent high-level exchanges and underpinned by strong economic ties. Hong Kong's senior officials have close working relationships with their Singapore counterparts. Hong Kong was Singapore's sixth largest trading partner in 2008 and we were Hong Kong's fourth largest trading partner in 2008.

Both sides also cooperate closely in functional areas. The Singapore-Hong Kong Civil Exchange Programme which was started in 1997, for example, has been instrumental in promoting greater understanding and cross-fertilisation of ideas between the Singapore and Hong Kong civil services. Head of Civil Service Peter Ho hosted a group of four Permanent Secretaries from Hong Kong in November 2009 under the - Hong Kong Permanent Secretary Exchange Programme. Against the backdrop of the financial crisis, there is also potential for Singapore and Hong Kong to work together to overcome the similar problems facing the two economies which are both international fiancial centres.

MACAO SPECIAL ADMINISTRATIVE REGION (MSAR)

2009

  • Minister Khaw Boon Wan took the opportunity to meet with then CE-designate Dr Chui Sai On while attending a meeting in Hong Kong in September.

2008

  • Senior Minister Goh Chok Tong visited Macao from 13 to 14 November 2008. During his visit, SM Goh met Chief Executive (CE) Edmund Ho.

  • Secretary for Social Affairs and Culture Dr Chui Sai On visited Singapore on a private visit on 11 January 2008 where he called on Minister for Health Khaw Boon Wan.


Bilateral Relations

Singapore enjoys good bilateral relations with the Macao Special Administrative Region. Bilateral exchanges have increased significantly after the handover of Macao to China in December 1999. At the invitation of Prime Minister Lee Hsein Loong, Chief Executive (CE) Edmund Ho visited Singapore in April 2007. Besides meeting our leaders, CE Ho, together with Legislative Assembly President Susana Chou and Secretary for Economy and Finance Francis Tam, were also hosted to tea by Speaker Abdullah Tarmugi.

Singapore also cooperates with Macao in functional areas. We are cooperating with Macao in the training of its civil servants. A Memorandum of Understanding (MOU) was signed in October 2005 between the Singapore Ministry of Health and its Macao counterpart. Both sides have since been actively forging closer links with corresponding visits by Minister for Health Khaw Boon Wan and Secretary for Social Affairs and Culture Dr Chui Sai On.

REPUBLIC OF KOREA

2009

  • PM made his first official visit to the ROK on 31 May - 4 June 2009 in conjunction with the ASEAN-ROK Commemorative Summit.

  • MFA worked with the Singapore International Foundation (SIF) to organise the 2nd ROK Directors-General Visit Programme (ROKDGVP) on 3-7 August 2008 whereby six Director-Generals from various Ministries visited Singapore. The programme was tailored to suit the different DGs so that they could better understand the various aspects of Singapore and our policies.

  • President Lee Myung-bak made a visit to Singapore in conjunction with the APEC Economic Leaders' Meeting. During his visit, he had a bilateral meeting with PM.

2008

  • Senior Minister Goh Chok Tong visited the ROK from 28-31 October 2008 at the invitation of ROK President Lee Myung-bak in conjunction with his attendance at the "World Leaders Forum: The ROK 60 and Beyond".

  • MFA worked with the Singapore International Foundation (SIF) to organise the 1st ROK Directors-General Visit Programme (ROKDGVP) on 18-22 August 2008 whereby five Director-Generals from various Ministries visited Singapore. Modelled after the Raffles Programme, the ROKDGVP aims to allow the participants a better understanding of various aspects of Singapore and our policies.

  • ROK Foreign Minister Yu Myung-hwan made a bilateral trip to Singapore in conjunction with the AMM/PMC/ARF meetings in July 2008.

  • ROK National Assembly member and former Chairperson of the ROK's ruling Grand National Party (GNP) Park Geun-hye visited Singapore on 14-17 July 2008 under the Singapore International Foundation Distinguised Visitors Programme. During her stay, she called on Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong, Minister Mentor Lee Kuan Yew and Foreign Minister George Yeo.

  • ROK Minister for National Defence Lee Sang-hee visited Singapore in conjunction with the Shangri-la Dialogue in June 2008.

  • Senior Minister Goh Chok Tong visited the ROK in February 2008 to deliver the special keynote address at the Chosun Ilbo 2nd Asian Leadership Conference.

 

Bilateral Relations

Singapore and the ROK enjoy multifaceted and excellent relations that are founded on the bedrock of economic cooperation. The signing of the Korea-Singapore FTA (KSFTA) was a milestone in our relations and our economic ties are strong. The ROK is Singapore's 7th largest trading partner with bilateral trade amounting to S$38.6 billion in 2009. There has also been a regular exchange of high-level visits. In 2009. PM met President Lee Myung-bak when made his first official visit to the ROK in conjunction with the ASEAN-ROk Commemorative Summit. Both leaders had reiterated our strong bilateral ties when they met again during President Lee's visit to Singapore for the APEC Economic Leaders' Meeting (AELM).
